They recive kickbacks from the towing co ...
They recive kickbacks from the towing companies, they allow a predatory towing company to come in and arbitrarily tow cars so they get a cut of the fees. The residents are tired of being terrorized by this towing company, we're gonna start taking matters into our own hands and...we'll get violent if we have to.

The management is probably accepting bribes and working with the towing company to tow vehicles. The car was parked at guest parking and registered as guest but they still towed the vehicle citing expired registration tag (Which actually was due today) BEWARE.
