I would give it 0 but it doesn't give you the option, since you arrive it is already a problem there is no visitor and if you manage to find one you have to leave before 11:30pm. If you have your own empty parking lot and you want to park a car for one night you can't either and why tell the tow truck how it comes in to load cars as if it weren't private property
